Mangaldan updates 10-year solid waste management plan
THE local government of Mangaldan conducted a joint executive-legislative meeting to review and revise the town’s 10-Year Solid Waste Management (SWM) Plan, with the end goal of addressing long-standing issues in the town’s waste disposal system and further promoting sustainable environmental practices.
Presided over by Mayor Bona Fe de Vera-Parayno, the meeting was attended by Vice Mayor Fernando Juan A. Cabrera, members of the Sangguniang Bayan, and various heads from both local and national government agencies.
One of the main points of discussion was on the role of barangay councils as the frontline team on waste management and their responsibility to pay garbage tipping fees to the municipal government.
“It is important for the public to understand that barangay councils are primarily responsible for solid waste management in their respective jurisdictions,” Parayno said, citing Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.
The mayor proposed that the annual budget of delinquent barangays be withheld until they settle their dues.
Parayno also approved an adjusted work schedule for Municipal Environment and Natural Resources Office personnel to support the conduct of a Waste Analysis and Characterization Study (WACS), which will serve as a foundation for the improved SWM Plan.
Meanwhile, Municipal Planning and Development Coordinator (MPDC) Milagros J. Padilla proposed the inclusion of a “No Segregation, No Collection” policy in the updated plan to reinforce proper waste sorting practices at the household level.
The mayor also said they will be looking into regulations on the use of single-use plastic products in the town’s public market. (Ahikam Pasion)
