POLICE Colonel Arbel Mercullo officially assumed his post on July 15, 2025 as the new officer-in-charge of the Pangasinan Police Provincial Office (PPPO), succeeding Police Colonel Ricardo David.

In a formal turnover ceremony held at Camp Gov. Antonio Sison in Lingayen, Mercullo outlined a strong vision for his leadership, emphasizing a firm commitment to delivering swift and responsive public service, enhancing police visibility, and ensuring community safety across the province’s 48 towns and cities.

“As the incoming provincial director, I am here to serve… I will uphold the highest standards of police service to protect the innocent, serve with integrity, and ensure that every Pangasinense feels safe and secure in their homes, schools, workplaces, and communities,” he said.

His first directive is to meet with local chiefs of police to assess the capability of each station to implement the Philippine National Police’s (PNP) five-minute emergency response policy.

“We will assess and implement this strategically,” he added.

The turnover ceremony, presided over by Police Brigadier General Dindo Reyes, regional director of PNP Region 1, underscored the importance of disciplined leadership and proactive policing.

“Pangasinan is a vast and vital province. Let us ensure that every border, from coastal towns to city centers, feels the presence of a reliable and alert police force,” Reyes said. (Eva Visperas)
