DAGUPAN City Mayor Belen Fernandez ordered the suspension of face-to-face classes in kindergarten to senior high school and the alternative learning system (ALS) on July 4, following an orange warning alert that means potential heavy rains and possible flooding in parts of the city.

Her Executive Order No. 2, Series of 2025 directed schools to implement alternative delivery modes consistent with Department of Education Order No. 22, Series of 2024.

Fernandez specifically directed schools to implement modular distance learning, performance tasks, projects, or conduct make-up classes under the approved Learning Continuity and Strategic  Plan to ensure that learning competence are met.

School heads, principals and ALS coordinators were asked by the mayor to take appropriate measures to safeguard the welfare of learners. (Leonardo Micua)
