Is Pangasinan PNP up for the Chief PNP challenge?

THE recent appointment of then PMaj Gen. Nicolas Torre as Chief PNP was met initially with mixed reactions from politicians, depending on their affiliations: with Marcos Jr. or the Dutertes.

But it was the early endorsement of newly-elected Sen. Panfilo Lacson, a former Chief PNP and a no-nonsense police official himself, that made others begin to view Mr. Torre’s appointment as Chief PNP differently and a welcome development

As correctly deduced by Mr. Lacson, Mr. Torre is like a drill master sergeant who dwells on discipline and measures possibilities by his own standards. In fact, his challenge to his new subordinates is: “Do better than me!”

Unlike his predecessor, PDG Rommel Marbil, who sounded more like an apologist for the Marcos administration, here is Mr. Torre barking orders that no police officer can argue with.

His vision underscores what he, as a cadet at the PNP Academy, learned from the old adage: “Yours is not to ask why and reason but yours is to do and die.”

Follow the legal orders.

And what are his basic orders? They’re no different from what his predecessors articulated in the past, with one exception: there are measurable levels of performance that, if not accomplished, will result in immediate replacement.

He orders a high level of police visibility, citing the habitual use of cellphones while on duty as one of the main causes of poor responses.  He also cited the tolerant enforcement of some traffic rules, i.e., the helmet rule, misuse of the highway by motorcycles and tricycles, etc.

He was emphatic about the need to increase the number of drug arrests of suspects with evidence, minus deaths. He is obviously aware that the drug menace across the country has worsened. He just ordered the revival of ‘tokhang’ minus the use of guns!

These initial orders from Chief PNP Torre come only straight from his plebe days at the PNP, orders that cannot be interpreted in any other way by politicians and law enforcers themselves.

Is P/Col. Ricardo David, Pangasinan PNP OIC, is up to the challenge – to do better than Mr. Torre?
