THE groundbreaking ceremony for the Sinag-Laya Multi-purpose Gymnasium was officially held on April 15 at the Pangasinan Police Provincial Office (PPPO) compound in Lingayen, signaling the start of construction for the facility envisioned to promote wellness, unity, and community engagement among police personnel and the public.

The event was attended by 2nd District Rep. Mark Cojuangco, who served as the guest of honor and speaker, PPPO Director Col. Rollyfer Capoquian, representatives from the Department of Public Works and Highways (DPWH) and barangay captains of Lingayen.

The gymnasium project, initiated by Cojuangco, has an initial funding of ₱9.7 million under Phase 1. DPWH District Engineer Edita Manuel said an additional ₱20 million will be needed to complete Phase 2 and fully realize the project’s potential.

In his speech, Cojuangco underscored the significance of the project, not only for the PNP but also for the development and beautification of Lingayen.

“It was an easy decision to support this project when Col. Capoquian asked for help. I’ve always wanted to support our police force — not just in the district or province, but throughout the country,” he said.

P/Brig. General Lou Evangelista, Police Regional Director, praised the initiative as a reflection of unity and care for the welfare of uniformed personnel.

“This is more than just a structure—it will be a space for strengthening the body, the bond, and the unity within the PNP,” he said.

The congressman also revealed plans to widen the road in front of the police camp into a six-lane boulevard with pedestrian lanes, which he believes will stimulate the local economy and enhance the image of the provincial capital. (Eva Visperas)
