Toff De Venecia wraps up 3 terms with 77 bills

OUTGOING Fourth District Rep. Christopher  de Venecia, in a press conference on April 12 at his residence in Dagupan, proudly outlined his accomplishments in his three terms in office, authoring 77 major House Bills, twelve of which became laws, including the landmark Philippine Creative Industries Development Act or Republic Act 11904.

Himself a former TV and film actor, newspaper columnist, magazine editor, theater director as well as producer, he has been distinguished as the champion of creative arts  in the country.

Other laws he authored were  RA 11961 or the Cultural Mapping Law, an amendment of the National Cultural Heritage Law, a legislation he pushed in as HB00618,  the RA 11960  or the One Town, One Product (OTOP) Philippines Act through his HB01171,  and RA 11985, the Philippine Salt Industry Act that revived the moribund salt industry in the country through his    HB 08278.

Among the laws he authored for local application in the 18th Congress was RA 11726 (or an Act establishing the Edades and Bernal Cultural Center and Museum) in Dagupan City; An act providing for the establishment of Maternity and Children’s Hospital (MCH) in Dagupan and appropriation grants funds thereof.

The MCH bill was passed into law in 2021 and included in the General Appropriations Act in 2022 with a P150 million budget, but this was not implemented because the opposition-dominated Sanggunian Panlungsod procrastinated in passing a resolution authorizing Mayor Belen Fernandez to sign a memorandum of agreement with the Department of Health. (Leonardo Micua)
