All 4th District towns are now ‘First Class’

THE municipality of San Jacinto, had officially joined the roster of first class towns in the Philippines, by virtue of the Department of Finance Order No. 074-2024 that reclassified it from a third class to a first class municipality.
Impressed by this unprecedented development, Rep. Toff de Venecia said, “This success is a testament to the collective effort of Mayor Leo De Vera, the government officials, the civil society and the townspeople of San Jacinto.”
Under RA 11964, municipalities shall be classified into five classes, according to their income ranges and based on the average annual regular income for three fiscal years preceding a general income reclassification.
San Jacinto, an agricultural town, now has an average annual income of P200,000,000, making it as a first class municipality.
The other three towns in Fourth District, Manaoag, San Fabian, and Mangaldan are all first-class municipalities, while the district’s only city, Dagupan, boasts of a billion-peso economy with P1.68 billion budget this year, 2025.
At present, Manaoag is considered the most popular pilgrimage site in the province and is even called “Catholic Mecca” because it is the home of Our Lady of the Holy Rosary of Manaoag.
The Manaoag Tourism Office data showed the town had an 11 percent jump in tourist arrivals in 2024 to 5.78 million from last year’s 5.2 million.
San Fabian is on the verge of industrialization with the construction of the San Miguel Corporation’s P55 billion Industrial Park in two barangays: Mabilao and Bolasi. (Leonardo Micua).
