Opposition councilors take back majority role

THE stalemate at the Dagupan Sangguniang Panlungsod (SP) was finally resolved last week after the opposition councilors finally passed a resolution by a vote of 7-3 on the use of the set of Internal Rules for Procedures they promulgated under Resolution No. 7922-2022, as amended, and a concurrent resolution reinstating the original composition of standing committees under their control.

In previous sessions this year since the return of three majority councilors from a 60-day suspension, the majority insisted on passing just motions, instead of formal resolutions, which Vice Mayor and SP Presiding Officer Bryan Kua denied based on standard procedures.

The first resolution, No. 6538, was a milder version of what the opposition councilors first moved as a mere motion declaring that the old IRP of the SP remained in effect and was never vacated or interrupted and all acts undertaken contrary to the same are considered ultra vires or void.

The second, 6538-A, restored Councilor Librada Reyna as the majority floor leader, replacing minority Councilor Michael Fernandez, and all her majority colleagues to their respective committee chairmanship.

Upon resumption of her post, Reyna lambasted Fernandez and denied that they walked out of practically all sessions in November and December when the SP under the minority’s control was just beginning to tackle the agenda

The resolution filed by Councilor Redford Erfe-Mejia was not what Kua expected as this did not mention anything about Resolutions 6537 and 6537-A, banking on a Department of Interior and Local Government opinion that only a resolution can amend an approved resolution.  (Leonardo Micua)
