Opposition seeks legal opinion of DILG secretary
REJECTING DILG REG’L OFFICE OPINION
DAGUPAN City’s seven-man opposition in the Sangguniang Panlungsod (SP) is turning to Department of Interior and Local Government (DILG) Secretary Juvic Remulla for his legal opinion on issues that the department’s regional office, issued, mostly not in their favor.
“We are seeking legal opinion on the same subject matter before the higher level of DILG,” Councilor Redford Erfe-Mejia said when he moved for adjournment of the SP regular session last January 21, the third session he and two of his colleagues had attended since returning to their post after serving their 60-day preventive suspension slapped on them by the Office of the President.
When he moved for adjournment, the SP had not yet tackled any item in the agenda and Vice Mayor Bryan Kua as presiding officer, was still in the ‘privilege time’ portion.
The opposition vowed not to tackle any item in the agenda until it receives a reply from the DILG secretary, to which Councilor Jeslito Seen said the move is absurd and a betrayal of their oath.
Meanwhile, Kua refused to withdraw his ruling not to accept the motions of the opposition that the old house rules remain in effect and all actions taken by the minority bloc last year are considered ultra vires.
He asserted that he would not entertain any motions unless the motions are submitted as numbered resolutions something that opposition refuses to do since doing so would be an admission that a new set of house rules existed.
Seen commended Kua for standing pat on his ruling despite the threat of the opposition to raise a case against him for not entertaining its motions. (Leonardo Micua)
