THE Dagupan Sangguniang Panlungsod passed an ordinance for the establishment of the first Dagupan Technical Vocational School to be initially situated at the premises of the Juan P. Guadiz Elementary School where the City Schools Division is holding classes for the Alternative Learning System.

Authored by Councilor Michael Fernandez, floor leader of the new majority in the Dagupan SP, the ordinance allocates P5 million yearly for the school’s operation.

Fernandez explained the proposed tech-voc school fund will be on top of the city’s annual P200 million scholarship program for about 5,000 students from low-income families.

The school is primarily for students from Dagupan who have finished senior high school and opt to pursue tech-voc skills, which are in high demand overseas and locally.

It will be open to adult Dagupeños who may want to learn additional trades and skills for home use or in their present work.

Among the courses to be offered are computer system and servicing tourism promotion services, aquaculture, bookkeeping, housekeeping, and welding.

City Schools Superintendent Rowena Banzon endorsed the ordinance with support from the Department of Education (DepEd), Technical Educational Skills Development Authority (TESDA), Department of Labor and Employment, Department of Agriculture, Bureau of Fisheries and Aquatic Resources, Department of Trade and Industry, Department of Social Welfare and Development, among other agencies.

Banzon, who will be co-chair of the board of regents of the proposed tech-doc school along with Mayor Belen Fernandez, said the school will not only offer technical and vocational courses but also professional courses not available in other existing colleges and universities in Dagupan City such as executive courses for leadership and management, and for barangay and youth leaders.

Edwin Ferrer of DepEd said students of the tech-voc school, once accredited by TESDA, will become the agency’s scholars who will be allotted P10, 000 each, which will be paid to the school. (Leonardo Micua)
