SUPPLEMENTARY BUDGET 2 STILL PENDING

WHILE the fate of proposed Supplemental Budget No. 2-2024 still hangs in the hands of the seven majority in the city council, the Local Development Council (LDC) passed a resolution approving Supplemental Annual Investment Program (SAIP) No. 2-2024 and Supplemental Budget No. 3-2024, to fund among others the salary adjustment and other benefits of regular government workers mandated by the executive order issued by President Ferdinand Marcos Jr.

The meeting was chaired by Mayor Belen Fernandez, and attended by former City Councilor Liberato Reyna Jr., head of the Dagupan People’s Development Council, by barangay chairmen, heads of different people’s organizations, and department heads of the Dagupan City government.

The SAIP provides for almost P43.1 million, P27 million of which is sourced from the unappropriated balance from Supplemental  Budget No. 2-2024 and the rest to be covered by the share of Dagupan from the tobacco excise tax as provided for by Republic Act 10351. The approved Supplemental Budget is worth P38.1 million.

The salary increases and additional allowances and benefits, retroactive to January this year, are mandated by Executive No. 64 issued on August 2, and for the benefit of all regular civilian government personnel.

In Dagupan, the total manpower cost adjustment is P17.2 million.

Other items approved for funding are X-ray and mammogram machines for the City Health Office, P12 million; kuliglig with accessories, water pumps, sprayers and grasscutters requested by farmers from Mangin, Tambac, Malued and Salisay, P1.86 million; arm chairs for students of various high schools requested by the Federated PTAs of Dagupan, P2.5 million; misting machines for the City Health Office for distribution to barangays, P1 million; and procurement of 25 rescue boats for different barangays.

In a dig to the seven majority in the Sangguniang Panlungsod, Fernandez said:Kaya’t kahit anong ordinansang ipinapasa nila na gagamit ng pondo ng siyudad ay hindi ako pumapayag dahil nag-iipon ako ng pondo para sa ating mga empleyado at ang buong Dagupan.”

The LDC meeting was also attended by minority bloc Councilors Michael Fernandez, Jeslito Seen and Marcelino Fernandez. (Leonardo Micua)
