Motorcycle riders, tricycle drivers, cyclists must wear reflectorized vests soon

ALL motorcycle and bicycle riders and drivers of two to three-wheeled vehicles, such as tricycles and e-bikes in the province will soon be required to wear reflectorized vests and attach reflectorized stickers to their vehicles.

The Sangguniang Panlalawigan passed and approved the ordinance authored by 4th District Board Member Jerry Rosario, that seeks to improve visibility of riders and trike drivers on national highways and major roads in the province and prevent accidents.

In an interview over Aksyon Radyo Pangasinan Wednesday, July 3, Rosario said a recent meeting of the Provincial Board, representatives from the PNP Highway Patrol Group, PDRRMO, and LTO revealed that 70-80% of road accidents involve motorcycles and tricycles often at night.

Lack of visibility, says Rosario, is a common contributing factor.

The approved ordinance specifies that riders must wear reflectorized vests, and prescribed specifications for attaching reflectorized stickers on tricycles and e-trikes.

Cyclists, in addition to wearing reflective vests, will be required to install flashing red or orange lights at the rear to make them visible to motor vehicles.

The reflectorized vests should be worn by riders from 6:00 PM to 6:00 AM, and police recommend that riders use them during dark conditions caused by heavy rain for better visibility.

Violators will face penalties. For the first offense, a warning will be issued, and travel may be restricted. Subsequent offenses will result in fines ranging from ₱1,000.00 to ₱5,000.00.

The primary enforcers of this ordinance are the PNP and local government enforcers. And towns and cities are encouraged to adopt the provincial ordinance in their local regulations for uniform implementation.

Currently, Rosario said they await Governor Ramon Guico III’s signature on this Provincial Ordinance and its publication for swift implementation.

Board Member Rosario said that measures to address intoxicated drivers, including testing procedures and strengthening penalties for Driving Under the Influence (DUI) on the roads are already being looked into. (Ahikam Pasion)
