THE investigation into the complaint filed before the Ombudsman against Binmaley Vice Mayor Simplicio ‘Sammy’ Rosario is ongoing.

This was revealed by Leon Castro, one of the complainants against VM Rosario, in an interview over Aksyon Radyo Pangasinan on Wednesday, June 26.

The allegations pertain to alleged irregularities and disallowances related to his projects during his tenure as mayor.

Meanwhile, the Commission on Audit (COA) will be summoned to explain why the disallowance payments for VM Rosario and other respondents, including former OIC Municipal Engineer Leo V. Fernandez and Citron Builders and Supplies, were reduced.

The COA’s order for execution stipulates that only P4 million will be paid while disallowances totaling over P3.75 million, along with an additional P283,979 in disallowance still have to be settled.

Earlier, COA findings revealed the municipal funds were again charged P7.8 million and paid to Citron Builders and Supplies for the same project during Vice Mayor Rosario’s mayoral term despite the collected payment for the construction of a three-story school building at Binmaley Central School by the Department of Public Works and Highways (DPWH).

Castro also mentioned that they have yet to receive a promissory note from Citron Builders regarding the excess charges.

The Ombudsman hearing on June 19 only included Rosario, former Municipal Engineer Fernandez, two lawyers from their camp, and Castro’s group of complainants. (Ahikam Pasion)
