MAN-MADE FLOODING IN THE CITY – Dagupeños were confused.  It was hot in the city. No rains, no typhoon were experienced in the Dagupan City for days but the city’s main thoroughfares were flooded, some were knee-deep, some were chest-deep. Little did they know the flooding was caused by a digging the street that hit the water transmission line of Panama.
