THE Balay Silangan, a reformation center for drug offenders, in Dagupan City will be operational starting January 1, 2024 after its inauguration this month.

This was confirmed by Mayor Belen Fernandez that she’s s been in talks with PDEA Regional Director Joel Plaza, and officials of the DILG, PNP, DOH, TESDA, DSWD and other government agencies so the needs of reformists can be sustained.

The city’s Balay Silangan  of Dagupan, the 10th facility in Pangasinan, is located on a renovated building owned by the city government on Poblacion Oeste and will be operated by the Dagupan City government.

The facility will offer one to three months residency on value formation and livelihood training to drug offenders, which include convicted drug users and pushers who had availed of plea bargaining from the courts for reduced sentence and who agreed to reform their lives and take the right path away from illegal drugs.

Establishment of Balay Silangan is provided for in Resolution No 2, series of 2018 of the Dangerous Drugs Board (DDB), the policy-making and strategy-making for drug prevention and control according to Republic Act 9165 or the Dangerous Drugs Act of 2002.

PDEA required the establishment of Balay Silangan by local government units to facilitate their declaration as drug-cleared towns or cities. (Leonardo Micua)
