A TOTAL of 242 Persons Deprived of Liberty (PDLs) exercised their right to vote during the Barangay and Sangguniang Kabataan Elections (BSKE) at the Dagupan City Jail, managed by the Bureau of Jail Management and Penology (BJMP) in Tondaligan.

J/Superintendent Constantino Roque III, the jail warden, said the PDLs who voted comprised of 225 men from the male dormitory and 17 women from the female dormitory, all from Dagupan City.

Roque said the voting process for the PDLs was facilitated by a Special Electoral Board-PDL, consisting of Department of Education teachers and BJMP support staff, who together had undergone prior training within the BJMP premises under the supervision of City Election Officer Michael Franks Sarmiento.

He clarified that the BJMP’s role was to ensure a secured environment for the voting process, guarantee a smooth voting experience for the PDLs, and transport the ballots from various election precincts to the jail.

When asked about some issues that arose during the PDLs’ voting process, Roque said there was only a minor delay when ballots had to be collected from multiple precincts across the city where the PDLs were registered voters, but soon the ballots arrived, and the election proceeded without any further hindrances.

Following the voting, the completed ballots were returned to their respective precincts of origin, with an escort provided by BJMP personnel. (Leonardo Micua)
