New city flood commission organized
A NEW Flood Mitigation Commission (FMC) was created by Mayor Belen Fernandez to address the worsening flood problem of Dagupan.
Acknowledging the flooding problem in most parts of the city caused by irregular land conversions, extreme weather events and piecemeal infrastructure and urban planning, Fernandez issued Executive Order No. 14, series of 2023, dated July 7, 2023, amending E.O. No. 18, series of 2019 issued by former Mayor Brian Lim, that formed the first FMC.
E.O. No. 14 cited a study released by the National Academy of Sciences that said the rise in sea level by 65 centimeters, causing significant problems for coastal cities around the world, including Dagupan City.
Named members of the new FMC are Dean John Zamora, Dean Maximo Magsano Jr., and Francisco Azadon Jr., all from the academe; Augusto Sarmiento, DECORP; Glen Lopez, Pamana; Jose Estrada, PAGASA; Erwin Dismaya, Adelfo Valle and John Celeste, from PICE; Francisco Jose Villaflor and Romeo Lim, from the business sector; Josephine Corpuz, OIC city engineer; James Louell Fernandez, City Planning and Development officer; Arch. Emmanuel Palaganas, Project Development Officer IV, CPDO; Aurora Valle, city legal officer; Froilan Jover Fermill, executive assistant III; Gaudencio David Jr., mechanical engineer; and members of Pangasinan-Dagupan, Duma Ya, Magnayon and Pangasinan Scale chapters of the United Architects of the Philippines.
On July 18, Dean Magsano called on the mayor and shared his book entitled “A Proposed Flood Resilient City of Dagupan” that contained his expert opinion and important studies conducted by his department regarding the floods in the city.
Among the duties of the new FMC are:
- Conduct comprehensive assessment of the flooding situation of the city.
- Provide technical and professional advice to the City Mayor on flood control and other allied engineering matters.
- Help prepare, implement, and manage integrated flood mitigation plans for the city.
- Help standardize the designs and specifications of flood mitigation works.
- Help supervise the preparation of researches programmed for flood mitigation.
- Evaluate and monitor the progress of implementation of flood mitigation plans.
- Help formulate measures for the improvement of flood forecasting and warning system; and
- Perform other functions that may be assigned by the City Mayor in line with the objective of the EO. (Leonardo Micua)
