CENRO cites violations to claimants of foreshore lands

THE Community Environment and Natural Resources (CENRO) has started issuing notices to claimants of foreshore land of Bonuan that the land they occupy is inalienable and not disposable.

Engr. Noriel Nisperos of CENRO Central Pangasinan, said there is no legal authority for the untenured occupants to stay and claim the area because the same is part of public domain and, therefore, belongs to the state, and worse, the erected structures have no building permits and the construction of fences enclosing large tracts of the beach are illegal.

This action taken by CENRO was confirmed by Mayor Belen Fernandez who led an inspection of the foreshore land in Bonuan Binloc, along with CENRO, last week to identify the location of the proposed One-Bonuan Pavillon to be built through P20-million fund provided by Senator Risa Hontiveros.

Nisperos said the ocular inspection revealed that the site for the proposed project is already illegally fenced by a claimant as he confirmed that the Department of Environment and Natural Resources has not issued any lease of agreement to any of the claimants in the area.

The inspection team included City Legal Officer Aurora Valle, OIC City Engineer Josephine Corpuz, Police Chief Lt. Colonel Brendon Palisoc, and Barangay Captains Noel Bumanglag of Bonuan Gueset, Joseph Maramba of Bonuan Boquig and Joshua Gonzales of Bonuan Binloc.

Mayor Fernandez said since the fences and structures in that area are all illegal, they will be torn down immediately and will only  be spared if they can show their land titles covering the areas in question.

It was learned that claimants in the area obtained tax declarations from the City Assessor’s Office by showing their sketch plans over these areas although a tax declaration is proof of tax payment, it is never recognized as proof of a valid land title.

Unverified claims indicate that claimants of the foreshore lands paid still unidentified persons who claimed to have property rights. (Leonardo Micua)
