Flooding woes in two barangays traced to memorial park
THE flooding problem in Barangays Tapuac and Poblacion Oeste was discussed in a meeting at City Hall on Wednesday, July 11, between Mayor Belen Fernandez and representatives of Eternal Gardens, a memorial park, situated in the two barangays.
Fernandez brought to the attention of representatives of Eternal Gardens the constant flooding of the two barangays after she, OIC City Engineer Josephine Corpuz and Poblacion Oeste Barangay Captain Mark Gutierrez and his kagawads inspected the flow of water into a creek originating from Eternal Gardens as the cause of flooding some in some areas in Poblacion Oeste.
It was the second meeting of Fernandez with representatives of Eternal Gardens. The first was in mid last year after residents of Barangay Tapuac signed a petition seeking to stop the backfilling of a large fish pond land to pave the way for the expansion of the memorial park.
In their petition, residents slammed the continuous backfilling of large fish pond in the barangay by Eternal Gardens that could further worsen flooding in the area.
It was learned that the backfilling was done after Mayor Brian Lim granted the permit without taking into consideration the existing Land Use Plan in the area. Then, she later learned that the seven majority councilors in the Sangguniang Panlungsod passed a resolution endorsing the application of Eternal Gardens’ expansion plans.
Residents said flooding in some areas in Barangay Tapuac occur even when it’s not raining because the outlet of rainwater to the Calmay River was closed by the memorial park.
Fernandez asked Eternal Gardens to join the city of Dagupan in bringing solution to the flooding problem of Barangays Tapuac and Poblacion Oeste and the representatives promised to raise the issue with the memorial park’s management in Makati City. (Leonardo Micua)
