Dagupan SP finally OKs establishment of Balay Silangan
AFTER weeks of delay, the committee on dangerous drugs in the Sangguniang Panlungsod finally endorsed the ordinance proposed by the minority bloc establishing and adopting the Balay Silangan Reformation Center (BSRC) in the city of Dagupan in accordance with the Dangerous Drugs Board (DDB) regulations.
The ordinance was proposed by Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Joshua Bugayong. Councilor Redford Erfe-Mejia asked that he be included as co-author for conducting hearing on the proposed ordinance.
The STAC Building inside the City Social Welfare and Development Office compound located at Poblacion Oeste in Dagupan City, will be the site for the BSRC that will provide the lecture rooms, counseling rooms, sleeping quarters, comfort rooms, mess/pantry, clinic and sports/recreation area, among others.
The BSRC will house drug pushers and drug offenders whose plea-bargain for their cases are granted by the courts. The interns will undergo three-month reformation program, that will include one-month mandatory in-house education, health, psychosocial, and physical activities, and two-month livelihood or the employment education phase.
Qualifications of drug pushers and plea bargainers include:
- Listed in PDEA-PNP Certified BADAC watchlist (except for offenders who served sentence or acquitted by the court). 2. Pushers who surrendered but not listed in PDEA-PNP Certified BADAC Watchlist shall undergo validation process. 3. Surrenderers who are not High-Value Targets. 4. Plea-bargainers with court order for admission to BSRC; and 5. Referral from other government agencies.
The in-house education and health lectures will include: knowledge on illegal drugs, ill-effects of illegal drugs, and on Republic Act 9165 or 10640.
Meanwhile, the psychosocial and physical activities include counseling sessions, consultative sessions, moral recovery, and value formation, discipline and values formation, personal and life skills and exercises and sports activities.
Th livelihood or employment education will include gardening, soap making, massage training or reflexology, basic carpentry, basic welding and electrical, basic hair cutting and food processing.
The after-care services to the reformists are continuous counseling, job placement and alternative economic development program. (Leonardo Micua)
