Promotion of city hall employees blocked anew

SP MAJORITY BOYCOTTS SESSION

THE Belen Fernandez administration’s latest appeal to the Sangguniang Panlungsod (SP) for the passage of the resolution that will create Personnel Selection Board (PSB) in the Dagupan City government was ignored anew after the seven-man majority boycotted the June 6 regular session.

The appeal was contained in a letter addressed to Vice Mayor Bryan Kua and all members of the SP dated  May 31, 2023 signed by City Legal Officer Aurora Valle and was scheduled to be read as part of the communications portion of the agenda during the SP regular session on June 6.

Only Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Joshua Bugayong, all member of the SP minority, were present.

The councilors who boycotted the session were Alfie Fernandez, Red Erfe-Mejia, Celia Lim, Irene Lim-Acosta, Librada Reyna-Macalanda, Alvin Coquia and Marilou Fernandez.

Valle pointed out in her letter that the SP has not acted on the resolution for the past seven months and “competent regular employees aspiring for promotion are already apprehensive and looking forward for their promotion.”

More than 80 vacant plantilla positions in the local government also need to be filled.

City Secretary Ryan Ravanzo said Valle’s letter will again be scheduled to be read on June 13, the next regular session.

The civil service and appointments committee headed by Councilor Alfie Fernandez required the appearance of Vice Mayor Bryan Kua as the last resource person but when the latter appeared, the committee hearing decided not to proceed because Fernandez was absent.

And when Fernandez attended the committee hearing on May 30.,the PSB was not included in the committee’s agenda for hearing. Reason: He did not approve the agenda since he was out of town.

Up to this writing, Councilor Alfie has not informed the SP secretariat when the hearing on the PSB resolution will be scheduled for hearing.  (Leonardo Micua)
