Lambino acting guv since May 6
GUICO WAS NEXT TO TRAVEL
VICE Governor Mark Ronald Lambino was the acting governor of Pangasinan since May 6 because Gov. Ramon Guico III went on official leave for a trip abroad and is expected to return on Tuesday, May16.
This was announced during the regular May 8, Monday session of the Sangguniang Panlalawigan, after 6th District Board Member Noel Bince announced the absence of the governor, Vice Governor Mark Lambino as acting governor inform the people and Third District Board Member Shiela Marie Baniqued was the temporary presiding officer.
“May I put on record that the governor, Gov. Ramon Monmon Guico, has filed his leave of absence and our vice governor, Vice Governor Mark Lambino, was designated as acting governor and considering that the presiding officer pro tempore is the highest elected member of the provincial board and in view of the internal rules and procedures of the Sangguniang Panlalawigan (SP), it should be the presiding officer pro tempore who will act as the acting presiding officer and will act on behalf of the vice governor who now assumed as the acting governor of Pangasinan,” Bince said.
Baniqued confirmed Bince’s announcement, adding that the governor “has a very important meeting to attend to” abroad.
Asked about the reason for Guico’s trip, Lambino said “if I am not mistaken, they (governor and wife) have a personal travel overseas together with their party, the Nacionalista Party” but he declined to give more details.
Asked further, if the 11 board members who traveled to the US almost at the same time also filed their official leave, Lambino confirmed they did in the second week of April for their two to three weeks’ absence.
He confirmed that majority members of the SP were in USA on the invitation of an association of Pangasinenses in San Francisco City.
He said the invitation was actually extended to him and the governor and to all SP members but because of work, he and Gov. Guico and decided to stay to oversee preparations for the Pista’y Dayat.
Lambino stressed that SP operations were not hampered because they made sure that they accomplished all the work needed in all committees and still managed to hold two online sessions (April 21 and April 25). He added that their trip was not a secret because the DILG issued their travel orders.
“Secret trip is prohibited among elected or appointed officials as we would be charged by the Civil Service and at the Ombudsman if we do so,” he added. (Eva Visperas)
