Mangaldan SP holds public hearings to regulate swimming in river

THE Sangguniang Bayan of Mangaldan is conducting a series of public hearings on the  proposed ordinance that seeks to regulate swimming in the Angalacan River to prevent more drowning in the area.

The ordinance was proposed because four more persons—two were minors—drowned while swimming in the Angalacan River, already tagged as “Killer River.”

Principals of public and private elementary and high schools in Mangaldan have been attending the hearings because many of the victims were students who skipped classes, a situation confirmed by Eduardo Castillo, Principal IV of the Mangaldan National High School.

Among the salient provisions include the construction of a lifeguard tower to be manned by certified lifeguards and medical responders, and the limitation of swimming hours, only from 7:00 a.m. to 5:00 p.m. daily.

Return of old school calendar impractical-NPTA

THE National Parents Teachers Association  (NPTA) is not in favor of the proposal to return the scholastic calendar back to its old schedule, from June to March.

NPTA President Lito Senieto told IFM Radio Dagupan said officials should study the proposal carefully because the return to the old calendar will set back schooling for more weeks and many learners and other stakeholders are already adjusted to the current school calendar, he said.

The return to the old school calendar was proposed due to the intense heat of summer during the months of April and May which proponents say is not conducive to all learners, especially the young.

Several schools actually have shifted back to modular learning for their learners because the latter have difficulty studying inside their classrooms that mostly have no electric fans.
