Approved P864.91-M budget unconstitutional – De Guzman
THE seven councilors that comprise the majority at the Sangguniang Panlungsod and voted to pass the P864.91 million as annual budget for the city government committed flagrant violation of the Constitution when it withdrew P660,000 fund earmarked for the Commission on Audit (COA) office stationed in the city.
Luz de Guzman, former budget officer of Dagupan and now special assistant of Mayor Belen Fernandez, said the city’s COA was among the 61 offices and programs whose funding were slashed in addition to the zero budget for their respective Job Order Employees.
De Guzman, a certified public accountant, told newsmen there is a law mandating the local government unit to provide space, fund and staff to the local COA to enable it to perform its mandated tasks in the city government services to LGU Dagupan.
The following offices and programs already without JOEs:
