Dagupan SP skips Supplemental Budget No. 1; Oks Budget No.2

NOTHING FOR CITY PROGRAMS, JUST FOR CITY HALL EMPLOYEES

THE Dagupan Sangguniang Panlungsod (SP) passed the Supplemental Budget No. 2 of Calendar Year 2022 and a separate resolution approving the proposed Supplemental Annual Investment Plan for the same year, certified urgent by the Office of Mayor Belen T. Fernandez.

The two measures were passed after a two-hour caucus by members of the majority before their regular session last December 27 started, the last session for the year of the Dagupan legislative body while Supplemental Budget No. 1 and Supplemental AIP, both of 2022 remain pending even after five committee hearings.

At the outset of the session, Councilor and Minority Floor Leader Michael Fernandez clarified that while the five-man minority in the chamber joins the majority in passing the two urgent measures, the approval of Supplemental Budget No. 1 and Supplemental AIP No. 1, both for Fiscal Year 2022, both measures tabled by the majority remains a top priority for the city government.

Supplemental Budget No. 2 was in compliance with President Ferdinand Marcos Jr.’s December 16, 2022 Administrative Order No, 01, authorizing the grant of Service Recognition Incentive (SRI) to government employees for fiscal year 2022 at a uniform amount not exceeding P20,000; and Executive Order No. 2 that authorizes the grant of one-time rice allowance to all employees at a uniform 25 kilogram each, covering both permanent and job-order employees.

City Budget Officer Jessa Royupa certified the availability of funds to finance both the SRI and the one-time rice allowance of all employees after the budgets of various offices and unspent budgets for some programs were realigned.

City Accountant Rosario Catugas, however, told the city council that the release of the 25-kilogram rice is dependent on the availability of rice stocks from the National Food Administration (NFA).

Realigned were funds from the Office of the Mayor, Sangguniang Panlungsod and 27 department and offices.

To cover the cost for the one-time Rice Allowance to all government employees (job order employees included), the budgets for two programs, Procurement of Blast Freezer Storage Room Housing, and Blast Freezer equipment, were realigned.
