THE Dagupan Sangguniang Panlungsod (SP) authorized Mayor Belen Fernandez to sign a memorandum of agreement with the Department of Health-Center for Health Development 1’s Regional Director Paz Sydiongco for the implementation of the Asian Development Bank-funded Health System Enhancement Address and Limit (HEAL) COVID-19 and to accept in behalf of the city government the donation by the DOH of one unit of Computed Tomography (CT) Scan machine for use by the City Health Office.
Dr. Ophelia Rivera, city health officer of Dagupan, informed the SP that the CT Scan Machine was already installed at the Dagupan City Diagnostic Center but the technicians who will handle the machine are still undergoing training.
The National Economic and Development Authority approved the HEAL project following the approval and referendum by NEDA Investment and Coordination Committee. It is a loan project funded by Asian Development Bank which directly supports the implementation of Republic Act 11469 or the Universal Health Care Law.
The objective of the HEAL project, according to the resolution, is to improve the Philippines’ capacity to detect, contain and treat COVID-19 cases, where the expected beneficiaries are the general population, including infected people, at-risk populations, particularly the elderly and people with chronic conditions. Medical and emergency personnel, medical and testing facilities, and public health agencies engaged in the response. (Leonardo Micua)
