A week after its inaugural session, the Sangguniang Panlungsod of Dagupan City failed to meet for its second regular session on July 12 due to lack of quorum.

Only the five councilors belonging to the minority responded to the roll call made by City Secretary Ravanzo at past 10 a.m.

Present were Councilors Jeslito Seen, Dennis Canto, Marcelino Fernandez, Joshua Bugayong and Michael Fernandez who registered his presence on line.

All seven members of the majority did not attend the regular meeting.

Councilor Alfie Fernandez was on leave who reportedly travelled abroad; Councilors Celia Lim, her daughter, Irene Lim-Acosta, and Redford Erfe-Mejia were on official business.

Councilors Librada Reyna-Macalanda, the majority floor leader; Alvin Coquia and Marilou Fernandez offered no reasons for their absence.

Since Macalanda, as majority leader was expected to present the business agenda for the meeting, the session also had no agenda.

While Ravanzo said there are communications he received from the office of Mayor Belen Fernandez, among them seeking confirmation to the appointments of new city officials, these will be referred to Councilor Alfie Fernandez as chair of the committee on civil appointments. (Leonardo Micua)
