Dagupan establishments must have CCTV cameras by 2024

THE Sangguniang Panlungsod enacted an ordinance mandating all business establishments operating within the territorial jurisdiction of Dagupan to install their respective close circuit television cameras on or before June 28, 2024, prescribing penalties for violations.

Authored by Majority Floor Leader Michael Fernandez and co-authored by outgoing Councilor Netu Tamayo, chairman on the committee on laws and ordinances, the measure was passed three days before a new set of officials of the SP took over on July 1 this year.

Under the ordinance, all business establishments within Dagupan are given up to two years after its passage to install their CCTV systems within and outside their establishments.

The ordinance was discussed earlier in face-to-face and on-line public hearings with owners and managers of business establishments in the city and in fact some of them endorsed it and was received positively, said Fernandez.

Among those who joined the on-line public hearing was P/Lt. Colonel Abubakar Mangelen Jr., city chief of police, who said the installation of CCTV cameras by all business establishment helps in law enforcement and in making communities peaceful.

The Department of the Interior and Local Government also enjoined all local governments to enact such an ordinance to deter the commission of crimes against persons and properties.

The ordnance exempts micro-business enterprises with capitalization of P3 million below unless these are branches of big business establishments operating in the city. (Leonardo Micua)
