Dagupan dep’t heads again ignore SP’s 4th invitation

THE department heads of the Dagupan City government were again a no-show at the Sangguniang Panlungsod session on May 31, their fourth snub.

Those who again snubbed the invitation of the SP are members of the city’s finance committee composed of Budget Officer Jessa Royupa, Treasurer Romelita Alcantara, Accountant Rosetta Catugas and Planning and Development Officer James Fernandez; and City Engineer Nestor de Vera. City Disaster Risk Reduction and Management  Officer Ronaldo de Guzman was not named in the SP resolution but was nevertheless invited.

De Vera was asked by the SP to submit a copy of the perspectives plan and scope of work on the ongoing construction of a Multi-purpose Center for Local Revenue Generation and Entrepreneurship Development in front of the old city hall and to apprise the body regarding the activities of his office on the declogging of drainage canals in Dagupan.

De Guzman was also asked by the SP to submit an update on his office’s plans and programs during the rainy season.

Alcantara was asked by to submit a written report on the city’s expenditures since January 1, 2022 to date.

This time, the city council, headed by Vice Mayor and presiding officer Bryan Kua, recorded the time and date when the new resolution inviting the department heads to the SP was received by the mayor’s office, the person who received the same and the time and date when the SP made a follow up on the invitation to the individual department heads.

The SP is reportedly keen on establishing the premise when it finally acts on the proposed 2022 city the concerned department heads, citing the refusal of the department heads to clarity issues on the submitted proposed Annual Investment Plan (AIP), including its integral plans, and the proposed 2002 annual city budget.

Councilor Jose Tamayo earlier told The PUNCH that the majority members of the city council have completed their respective study of the proposed  budget and may already decide whether to pass or keep the city operating on a reenacted budget

Secretary Ryan Ravanzo confirmed that aside from the invitation sent to the mayor’s office for the attention of the department heads, the latter also received copies of the invitation letter to appear during the SP session on May 31 at 2:00 p.m.; Moreover, the department heads were contacted in the morning of May 31 by phone and ‘Google Chat’ and Facebook’s ‘Messenger’ to confirm their attendance. No one confirmed for various reasons.

The time and date SP resolution No. 7914-2022, dated May 24, 2022 and the invitations were sent and received by the records officer of the mayor’s office.

Fernandez also asked that it be put on record that the SP did not receive any response from any of the invited department heads.

Meanwhile, the SP passed another resolution inviting them (department heads) anew  to appear during the SP session on June 6. (Leonardo Micua)
