Garbage hauling stopped in Dagupan

UNCOLLECTED garbage is beginning pile up in many barangays in Dagupan City. Reason: The Waste Management Division (WMD) has  stopped picking up or hauling the wastes from Material Recovery Facilities of each of the 31 villages of Dagupan.

Speaking for his barangay alone, Liga ng Barangay president Marcelino Fernandez, barangay kapitan of Lucao, said the stoppage was caused by city hall’s refusal to issue purchase orders (POs) for diesel fuel of trucks used by WMD in hauling the wastes.

According to Fernandez, the suspension of collection started last week and he suspects it is also happening in other Dagupan barangays.

He said WMD trucks used to come to pick up wastes in Lucao twice a day.

Asked if the refusal of city hall to issue POs  for WMD trucks is due to lack of funds as a result of the city’s reenacted budget, Fernandez said WMD trucks had been regularly issued POs for fuel from January to May under the reenacted budget.

He said it may have something to do with the Environmental Management Bureau letter to Mayor Brian Lim of warning him that he may be charged administratively for allowing the use of the closed open dumpsite in Bonuan for the disposal of Dagupan wastes.

Based on that letter, Dagupan can no longer be allowed to use the dumpsite for disposal of wastes.  (Leonardo Micua)
