No quorum anew in Dagupan SP zoom session
THERE was no quorum again during the virtual regular session of the Sangguniang Panlungsod last Tuesday that calendared discussion on the proposed annual budget of Dagupan for 2022 in the amount of P1.35 billion.
Only four councilors responded to the roll call conducted by City Secretary Ryan Ravanzo. They were Councilors Jose Netu Tamayo, Celia Lim, Michael Fernandez and Karlos Reyna, the presiding pro tempore who acted as presiding officer as Vice Mayor Bryan Kua was on official business.
Absent were Councilors Dennis Canto, Teresa Coquia, Luis Samson Jr. Joshua Bugayong, the Sangguniang Kabataan chairman; Marvin Fabia and Marcelino Fernandez, who was on official business.
No quorum was mustered despite three roll calls at five minutes apart, and after the third roll call and no other councilors contacted via Zoom, Reyna declared the meeting adjourned in the absence of a quorum.
City Budget Officer Jessa Royupa was the lone resource speaker present in that aborted session. City Engineer Nestor Rivera and Allan Dale Zarate, chairman of the Bids and Awards Committee also failed to appear.
Those present agreed among themselves to hold a special session the following day, Wednesday, at the same time of 1:00 p.m. despite the information shared by Secretary Ravanzo that in the spirit of the Lenten Season, Mayor Brian Lim has cut short the office hours of all government offices in Dagupan to 12 noon on Holy Wednesday.
A special session in the afternoon of Wednesday would be treated as extended time, said Councilor Tamayo. However, the SP’s chances to muster a quorum in their special session is also remote as most of the councilors were already conducting their campaign sorties up until midnight of Wednesday.
Ravanzo said City Engineer De Vera was to brief the SP on the construction, infrastructure and market plans of his office as contained in the Annual Investment Plan.
On the other hand, Zarate will be asked to clarify the figures on the submitted Indicative Annual Procurement Plan submitted on December 20, 2021 and the submitted IAPP submitted on March 15, 2022. (Leonardo Micua)
