Full implementation of LPTRP seen under new administration

THE 2022-2024 Local Transport Route Plan (LTRP) in Pangasinan has been approved in principle by transport stakeholders that attended the final consultation meeting organized by the Land Transportation Franchising and Regulatory Board (LTFRB) but its full implementation may not happen till about the third or fourth quarter of 2022.

This new timetable was forecasted after consideration of the suggestions from transport cooperatives regarding the number of units that can be fielded in their respective routes during the third and last consultation on the LPTRP on March 28.

Decided in the meeting included final number of units to be fielded by each of the transport cooperative per route, the merging of routes and the creation of additional routes based on passenger demands was collated by the Provincial Planning and Development Office for submission to LTFRB Region 1, and eventually to the Department of Transportation head office for evaluation.

After the series of evaluation, the plan will be submitted to the Pangasinan’s Sangguniang Panlalawigan for adoption.

During the consultation, Atty. Anabel Marzan-Nullar, chief of transportation regulation of LTFRB Region 1, said once adopted, the plan can only be amended after three to five years.

Since the Sangguniang Panlalawigan adjourned its regular sessions last March 25, Nullar said it will be the next set of Sanggunian officials that will adopt it.

Under a joint memorandum of agreement between LTFRB and the Department of the Interior and Local Government, the LPTRP shall be the minimum prescribed requirement for the issuance of public utility vehicle franchise.

It will be used as the transport cooperatives’ security for their bank loans to acquire new units either under Class 1 (jeepney type) or Class  2 (mini-bus type) that will be amortized by them monthly. (Leonardo Micua)
