Samson hits Dagupan PIO anew for continued lies and disinformation
A CITY councilor warned the Public Information Office at the Dagupan City Hall that if it will not stop posting lies and disinformation about the 2022 annual city budget whose approval remains pending at the Saggunian Panlungsod, it can expect a P1 budget in 2022.
The warning was made by an exasperated Councilor Luis Samson Jr. who already sponsored a resolution expressing the SP’s disappointment and disgust over the PIO’s lies in connection with the status of the annual city budget for 2022, and a resolution overriding the veto of the mayor on Resolution R-6137 “expressing the body’s disappointment and disgust being conducted by the Public Information Office, this city, in connection with the proposed annual budget of Dagupan for 2022.”
Samson was visibly irked by PIO’s recent post that the SP was to blame for the failure of the city government to enroll indigents owing to the delayed action on the 2022 budget.
He also suspected PIO of spreading the lie that it was Councilor Teresa Coquia behind a proposal for zero budget for day care workers for failing to perform during the pandemic.
The senior councilor, in an earlier session, said PIO’s obvious attempt to discredit SP using its allocated resources “is totally unacceptable.”
The SP debunked PIO’s claim that salaries of city officials and employees will not be paid because the 2022 budget has not been passed and instead assured that they will continue to receive their salaries under the reenacted budget while the discussion on the 2022 annual budget continues.
“Aywan ko kung sino ang nagkakalat nyan that the employees will not receive their salary. Seguro PIO na naman yon,” Samson said.
He cited Section 323 (Failure to enact annual appropriation) of the Local Government Code states in part: “If the Sanggunian fails to enact such ordinance after 90 days from the beginning of the fiscal year the ordinance authorizing the proposed appropriation is passed by the Sanggunian concerned. However, only the annual appropriations for salaries and wages of existing positions, statutory and contractual obligations and essential operating expenses authorized in the annual and supplemental budgets for the preceding year shall be deemed reenacted and disbursement of funds shall be in a dance herewith.” (Leonardo Micua)
