City hall asked to publish places on lockdown

THE Sangguniang Panlungsod reiterated its request to the executive department to publish in its official social Facebook account a list of all places in Dagupan City that are on lockdown due to their high incidence of COVID-19 cases.

This was conveyed by Councilor Jose Netu Tamayo during a dialogue on Tuesday with lawyer Michael Datario, chief of staff of Mayor Brian Lim ,who was later designated as acting city administrator.

Tamayo said he learned that only the Calguz Village in Barangay Tapuac area in Dagupan was placed on granular lockdown starting September 19 due to the increasing number of COVID-19 cases in that area.

The councilors noted that the granular lockdown was effected by the barangays on the recommendation of the city’s IATF task force based on a post of Barangay Tapuac, not on the city’s Facebook page.

Tamayo said Baguio City puts up bill boards and posters that list the sitios placed under granular lockdowns for the information of the public.

When Datario was asked for the city hall’s definition of a granular lockdown and its set terms and parameters to be declared as such, he said what is known today as granular lockdown was called temporary lockdown by the city hall and the city government has been implementing it on the say so of the barangay chairman.

He added that barangays captains coordinate with city hall if they want to place a certain area or areas on temporary lockdown, clarifying that temporary lockdowns depend on the assessment of punong barangays and always with the recommendation of the city’s IATF.

He said the barangay chairmen act to impose lockdown if they see one or two residences whose members are infected with the virus, and only those residences are subjected to a temporary lockdown, not the whole street or sitio. (Leonardo Micua)
