STATE OF THE CITY ADDRESS 2020

SIGNIFICANT strides were made by the Dagupan City government in order to contain the spread of COVID-19 in the city, foremost of which was the conduct of mass testing to local frontliners which eventually included market vendors, tricycles drivers and other sectors of the community.

This was the core message of City Mayor Brian Lim in his virtual delivery of his State of the City Address in his Office on August 26 but watched by members of the Sangguniang Panlungsod led by Vice Mayor Bryan Kua at the session hall.

Lim said the city government was lucky because at the height of the pandemic, it was able to access help not only from the Department of Health but also from the Philippine Red Cross and a private hospital in the city.

He thanked the Region 1 Medical Center and the Pangasinan Provincial Hospital for taking care of the city’s frontliners who were found positive for COVID-19 following their RT-PCR tests.

Lim said Dagupan has adopted the best safety and health protocols for incoming Overseas Filipino Workers and Locally Stranded Individuals (LSIs) among all cities in the entire country because before they are allowed to join their families: they were swabbed tested first even if they were already tested in Manila to ensure that they are not carriers of the coronavirus.

At the same time, he said that Dagupan is eyeing to use some of its resources to buy anti-COVID-19 vaccine once it is available in the Philippines.

Lim said some 50,000 households in Dagupan were given food packs to tide them over up during the most critical phase of the pandemic during the enhanced community quarantine.

Given the city’s need to be more prepared to meet a similar health crisis in the future, Lim said he plans to revive the project of his late father, Benjamin Lim – to build a hospital for Dagupan City to better respond to the health needs of the Dagupeños.

On the city’s flooding problems, he said engineers, architects and local businessmen prepared a flood mitigation plan which can be the basis of his administration and incoming administration to finally resolve flooding in the city.

He thanked the Department of Public Works and Highways for lending its equipment that was used in de-clogging drainage canals.

He said the dumpsite is now in a much better condition than during the past administration as he also revealed that the bouys, floaters and signs were installed at Tondaligan Park for the safety of visitors. (Leonardo Micua)
