TO bring about meaningful and quality legislation, a proposed ordinance on legislative research and development is set to be passed by the Sangguniang Panlungsod of Dagupan City.

Proposed by Councilor Michael Fernandez, the majority floor leader, the measure seeks to provide support in functional elements of law-making which, he said are essential to produce quality legislation for good governance.

According to Fernandez, the ordinance will not only strengthen the city’s legal framework that will support economic and social reforms but the progressive improvement of governance and the rule of law.

To achieve the objective, the SP will engage the services of expert consultants that specialize on social services, barangay affairs, public health, finance policies, and legislations, arts and heritage, quasi-judicial functions, finance, revenue and generation investments, sports and youth development, architecture, urban and environmental planning, and others.

The consultants will be expected to provide research and provide separate advice/opinion independent from the Executive Department for the purpose of preserving the check and balance doctrine between the executive and legislative branches.

At the same time, the SP will engage the services of Job Order Employees to perform fieldwork and augment work in data-collection in various communities and different sectors of society in a move to validate existing and proposed resolutions and ordinances.

The proposed ordinance cites the need for SP members to attend trainings, seminars and conferences duly authorized by the Department of the Interior and Local Government or appropriate government agencies.

Its added mandate is to oversee use of appropriated funds in the annual budget under the Sangguniang Panlungsod to ensure that these are spent solely for the specific purpose for which they have been appropriated, and to be administered by the Office of the Vice Mayor. (Leonardo Micua)
