No moratorium on stalls’ rental rate increase
THE request of the market stallholders who’ve long complained about the water leaking from the rooftop of the Magsaysay Fish Market stallholders for a freeze in their annual five percent stall rental escalation was denied.
This was reached during a committee hearing conducted by Councilor Teresa Coquia, chairman of the committee on market, along with Councilors Jose Netu Tamayo, Librada Reyna, Karlos Reyna and Dennis Canto on the recommendation of the Market Division.
Aguedo Sta. Maria, Market Supervisor IV, had written to the Sangguniang Panlungsod presiding officer Vice Mayor Dean Bryan Kua to inform the city council that the request of the stallholders belonging to the Dagupan Fish Consignment and Ice Dealers Association Inc. (DAFCIDA) could not be granted in spite of the complaint.
Lilia Yasar, DAFCIDA vice president, complained that rain water from the leaking roof of the Magsaysay Fish Market always left them drenched every time it rained and is has not been repaired since.
She said the market division has also reneged in its plan to install a CCTV camera and to assign market guards to secure the fish market 24/7.
In response, Sta. Maria said he already communicated the request for repair to the city mayor who in turn directed City Engineer Nestor de Vera to act on it.
He explained that the five percent rental fee escalation per annum in all public markets is provided for in Section 10, paragraph (D) of Ordinance No. 1860-2008, otherwise known as the Revised Market Code of the City of Dagupan.
Exempted from the five percent annual rental escalation are stallholders of the New Malimgas Market whose request for a moratorium was granted from 2018-2021 by virtue of Ordinance No. 2124, series of 2018.
He maintained that stall owners at the Magsaysay Market can afford the five percent increase because the demand for their fish continues to be high compared to stallholders at the New Malimgas Market who are paying higher stall rentals but whose goods don’t enjoy the same rate of demand as those being sold at the Magsaysay Fish Market.
Sta. Maria assured the DAFCIDA members that he will make the markets of Dagupan always well maintained, properly cleaned and secured 24/7. (Leonardo Micua)
