Ordinance: Capitol complex is ‘no-fly zone’

THE provincial capitol complex in Lingayen is now a ’no-fly zone’ during 7 a.m.-9 a.m. flag ceremony every Monday and during special events of the provincial government of Pangasinan.
The policy was contained in the provincial ordinance sponsored by Fourth District Board Member Jeremy Agerico Rosario was adopted after the conduct of a Question Hour last week regarding the low-flying aircrafts of two aviation schools using the Lingayen Airport that posed danger to the people in the vicinity.
The Lingayen Airport is situated near the vicinity of the Capitol Building and its immediate environs.
The Capitol Complex is considered a strategic area because it is where the Capitol Building is located, the seat of the provincial government.
In the approved ordinance authored by Rosario, it said that the Sangguniang Panlalawigan has observed that during flag-raising ceremonies on Mondays and other special occasions or gatherings of the Provincial Government of Pangasinan at the Capitol Complex, low-flying aircrafts traverse the area.
“The august Body has expressed concern over the matter taking into account the paramount security and safety of the people and provincial government employees congregated in that area,” it said.
It added that the ordinance is not intended to be in conflict with or preempt Civil Aviation Authority of the Philippines’ regulations, but rather to work in conjunction with existing policies to promote public safety and security in the province.
Urgent requests for NOTAM (Notice to Airmen) to enforce an immediate no-fly zone may be made whenever extremely necessary upon the directive of the Governor, the ordinance said.
Any student-pilot, flight instructor or operator of a flying school, who violates this Ordinance shall be meted the following sanctions, or at the discretion of the court: P1,000; P1, 5000; P2,000 and or prohibition to execute airport transport services above the Capitol Complex for the first, second and third offense respectively.
