The total approach to control flooding

THE plan of Fourth District Rep. Christopher De Venecia to seek the creation of Pangasinan Integrated Flood Control System is the step in the right direction. It is close to establishing a total approach we recommend to the worsening flooding in many towns and cities in the province.

Current independent measures adopted by each town and city to alleviate effects of extended monsoon rains in their respective areas can only be described as palliative in nature and can actually serve to aggravate situations in neighboring towns and cities.

Controlling the volume of water as it seeks its own level is difficult enough for any local government to do all stakeholders work together to trace and follow the source of cascading water is established. This, we presume, is the rationale of the proposed bill that deserves the support of all congress representatives in Pangasinan.

We surmise that the provincial government would not think twice to be the first to endorse such a bill with a commitment to support its mandated activities once approved by Congress. With the establishment of the integrated system, the provincial government will be relieved of much of the burden coping with the logistical problems that go with each flooding.

Dagupan City, as the main catch basin of flood water in the province, also stands to benefit the most so it is incumbent upon the city administration to help it get the support it needs from all sectors to ensure its passage. 

Friend or foe??

 WHEN the late Al Fernandez was the Immigration Commissioner, he told a Filipino reporter: “Let’s go easy with the Koreans. We mistreat them here and South Korea’s officials might retaliate by putting up a hard-nosed stance against our compatriots working in Seoul, especially the undocumented OFWs there who number in the thousands.”   The warning of the beloved former mayor of Dagupan City comes to mind in the wake of thousands of Chinese now working here, especially in POGOs (Philippine Offshore Gaming Operations).  When news broke out about some Chinese workers being possible government secret agents, a ranking Chinese official retorted:  “What if we also say that the Filipinos working in China today are spies for the Philippine government?”  It was a retort that we should have expected but nonetheless  still unexpected.  

Was that reaction meant  as a a blackmail or was it telling us we should stop being paranoid? As friends, the last one is pertinent. As enemies, that was a blatant blackmail.
