GOVERNOR Espino hailed the efforts of the national government for reaching out to the local level and for being a constant partner of the provincial government in the economic development of Pangasinan

In his remarks during the Dagyaw: Open Government and Participatory Governance Regional Townhall Meetings held at the Sison Auditorium on August 22, Governor Espino stressed: “To our partners, tanggapin niyo po ang aming pasasalamat sa lahat ng proyekto at suporta na binibigay niyo sa aming probinsya.”

Governor Espino also asked for collaborative efforts to sustain further the good governance in Pangasinan.

 “Let us establish good communication with the national government that would further help us provide quality public service to our constituents,” Governor Espino urged.

“We are all gathered here to solve one thing… to break the barrier that separates national government from local government units (LGUs),” the provincial chief executive added.

Envisioned to provide avenues for productive, valuable, sincere and visible engagement between government and the people, Dagyaw gathered national government agencies, local government units (LGUs), non-government organizations (NGOs) and other stakeholders from LGU Pangasinan and other neighboring provinces in Region 1.

After the opening ceremony, a forum was held where key officials from government agencies shared the good governance reforms of the Duterte administration such as the Tax Reform for Acceleration and Inclusion (TRAIN) law,  the “Build, Build, Build” program, and some concerns on trade and industry.

Among those present to answer questions were: Department of Transportation (DOTr) OIC for Planning Service Enrico Ferre, Department of Trade and Industry (DTI) Reg. Dir. Grace Falgui-Baluyan, Department of the Interior and Local Government (DILG) Reg. Dir. James Fadrilan, Department of Finance Director III Euvimil Nina Asuncion, and Department of Budget and Management (DBM) Reg. 1 OIC-Dir. Estrella Mandap.

ASec. Francisco R. Cruz of DILG served as keynote speaker during the event.

In his speech, Asec Cruz reiterated that the DILG in partnership with other government agencies brings the Dagyaw forum with an aim to promote open governance.

“Ang nais po namin ay maging bahagi ang mga mamamayan sa pamamahala,” he said emphasizing the importance of “dagyaw,” which means bayanihan, and people’s participation in the undertakings and vision of the government.

Presidential Communications Operations Office (PCOO) Asst. Sec. Ana Maria Paz Rafael served as the moderator during the forum.

Dagyaw, now on its 11th leg, also served as a one-stop-shop of frontline government services and national programs. Booths of various government agencies were present in mini fair displayed at the venue aimed at bringing the national government closer to the people.

Meanwhile, some identified representatives of CSOs and other stakeholders participated a workshop in the afternoon facilitated by the Philippine Open Government Partnership (PH-OGP).

About 800 participants from LGUs, NGOs and other stakeholders attended the event, including some local chief executives namely: Bugallon Mayor Priscilla Espino, Lingayen Mayor Leopoldo N. Bataoil and Bautista Mayor Amadeo T. Espino. /Shiella Mae C. De Guzman
