PNP WATCH LIST

FOR its improved peace and order situation, Dagupan City was placed by the Philippine National Police under ‘Green’ category of the modified classification of election watch list areas (EWAs),

P/Lt. Colonel Jandale Sulit, Dagupan chief of police, told local newsmen that while there is generally no peace and order problem in the city, Dagupan remains under watch because of perceived intense political rivalries among the candidates.

This was also pointed out by P/Col. Winston Lopez during a command conference attended by PNP Chief Oscar Albayalde, PNP chief.   

Other towns in Pangasinan reportedly noted to have intense political rivalries are Rosales, Balungao, Bayambang and Urbiztondo. 

Towns placed under ‘Yellow’ category are towns that reported occurrence of suspected election-related incidents (ERI) but no domestic threat/terrorist groups participated; possible employment of partisan armed group by the candidates; occurrence of politically motivated ERI in the current election period provided there is no participation of domestic threat groups or the area has been previously declared under Comelec control.

Under  ‘Orange’ category, are towns with the combination of two or more factors under category yellow exist; or there is serious armed threat posed by the NPA, BIFF, ASG and rogue elements of MNLF, MILF and other analogous groups.

The category ‘Red’, meanwhile, refers to an area with the existence of one or more factors described under category yellow along with serious armed threats posed by the NPA, BIFF and rogue elements of the MNLF, MILF and other analogous groups.

Sulit said that on the reported vote-buying and vote-selling in Barangay Tambac, no person was arrested as the police could not enter the compound where the alleged vote-buying was taking place as they had no search warrant.

When policemen arrived at the scene, no persons who were reportedly waiting to get inside as had already left the compound.

Meanwhile, the camera of a personnel of the City Information Office, reportedly seized by another person has not yet been recovered to date.   

At the same time, Sulit said the police in Dagupan remained on heightened alert just like last Holy Week, a protocol that will be maintained until May 13, Election Day.   

He added that no untoward incidents happened in the city during the Holy Week, except two drowning incidents involving two children in Tondaligan Beach on Holy Thursday. The victims were from Bulacan. (Leonardo Micua)
