Congratulations! Councilor Seen should have been inhibited filing the resolutions for obvious reasons. As a member of the Dagupan SP he should just have co-sponsored the said resolution with any of his peers instead.

The SP resolution is very slef serving and does not speak well of the SP and the UL as a prominent institution of learning. At any rate this comment should not diminish the awards as these individuals are certainly very deserving.
