Dagupan’s mobile fishing permit registration begins in Salapingao

THE first 19 fishermen from Salapingao who registered their fish cages, skylab, surewin/skyblue and batikwas received their respective fishing business permits on Thursday from a registration booth set up in the island barangay by the City Agriculture Office and the One-Stop Business Center upon the instruction of Mayor Belen T. Fernandez.
The mobile registration center sped up the processing of the permits for only an hour.
The registration in Salapingao was the first in a series to be conducted in makeshift permit and licensing centers for the benefit of fishermen in far-flung island barangays.

The business permit is valid for one year and costs P1,150 for fish cage and P1,250 for skylab, surewin/skyblue and batikwas.
The fee also covered cedula, business plate, as well as other legal fees.
Registered fishermen also signed an aquaculture lease agreement (ALA) stipulating the terms and conditions for the operation of the fishing structures.
The agreement includes the prohibition of the subleasing and transfer of rights of the fish structure, and minimization of environmental pollution.
The fisherfolk who obtained the license would enjoy side benefits like scholarships and financial assistance for their children, which Mayor Fernandez has assured when she turned over some P4 million-worth of fishing equipment to marginalized fisherfolk on January 9 this year. Salapingao was one of the beneficiaries.
According to Pederasyon ng mga Mangingisda ng Dagupan City (PedManDaCi) Salapingao President Ronnie De Guzman, the organization has about 100 member fishermen.
