MBTF brod donates 1.2 ha. land

THE plan of the Dagupan City government to build a new government center has been accelerated after the brother of Mayor Belen T. Fernandez manifested his desire to donate 1.2-hectare lot of his property along the De Venecia Expressway Extension in Barangay Pantal here.
The Sangguniang Panlungsod (SP) received a letter of intent from Kerwin T. Fernandez, a businessman, as the council was about to discuss a proposed ordinance authorizing the city mayor to initiate and pursue imminent domain proceedings on the lot of Mr. Fernandez as the proposed site of the planned new government center.
Councilors Joey Netu Tamayo, Red Mejia, Dennis Canto, Jigs Seen and City Assessor Ronald Suni study the map where the 12,000 sq. meter property is being donated is located.
In his letter to the SP, read by Secretary Ryan Ravanzo, Fernandez, the donor, said Councilor Jose Netu Tamayo showed to him his proposed draft ordinance intending to expropriate a portion of his property covered by TCT 85026.
Fernandez, in his letter said there was no need for the expropriation since his family is set to donate 1.2 hectare to the city government.
He, however, proposed four conditions to the donations:
1) He is donating only 12,000 sq. m. of the lot covered by TCT 85026.
2) The donated lot shall be used exclusively as a government center, with parking spaces.
3) The construction of city hall should start within one year after the execution of the deed of donation and its acceptance. If both dates do not coincide in one day, then the one-year period shall commence after acceptance.
4) The donation shall automatically be cancelled for failure (of the donee) to comply with the mentioned conditions “without further action from me”.
In the last part of his letter, Mr. Fernandez asked the SP to please consider the assistance as “wholeheartedly given to the Dagupenos from my family”, saying with this donation, “I don’t see the need for expropriation anymore”.
He said his family are one with his decision to donate the land “because of my belief that this is for the benefit of the city”.
The SP, thereafter, passed a resolution authorizing Mayor Fernandez to execute the deed of donation with the donor and to accept the donation in behalf of the city.
At the same time, the SP asked the CSI Corporation that owns the adjacent property to allocate a portion of their lot as road right of way.
City Assessor Roland Suni certified that land being donated would need some 2,000 truckloads of aggregates as landfill for the fishponds.
Tamayo thanked the Fernandez couple for their generosity and making it possible for the city to realize its plan to have a new government center.
Meanwhile, he confirmed that there is no allocation in the 2017 budget to start the construction and surmised that the private sector can be asked to help donate funds to start the construction while the city government decides how and where to source the fund in the next sessions. (Leonardo Micua)
