Toff laments delayed action on Dagupan’s CLUP

FOURTH District Rep. Christopher de Venecia Jr. took the National Housing and Land Use Regulatory Board (NHLURB) in Manila to task for taking its sweet time in approving the Comprehensive Land Use Plan (CLUP) of Dagupan City.
Informed that Dagupan’s CLUP has not been reported out by NHLURB since it was submitted sometime last year, De Venecia said he will check with the agency what could be causing the delay in acting on the plan submitted last year.
He assured Mayor Belen Fernandez and all the other officials of Dagupan that he will seek to facilitate the approval of the CLUP from the regulatory body soon.
At the same time, De Venecia called on all towns in his district to follow the example set by Dagupan City by updating their respective CLUPs so their development can be accelerated.
He said without the adjustments, the LGUs will not be able to cope with fast changing business environs in the country.
“Our LGUs must learn to adjust and innovate so that they will not be left behind by others, which is why it is important that they should update their respective CLUPs,” De Venecia said.
The approved CLUP is the LGU’s road map for development in the next 10 years, detailing where investors will position their investments, the specific areas for housing and settlements, parks and the open spaces that need to be preserved to balance the eco-system, De Venecia said.
Citing the decisive steps taken by Dagupan in proposing a new CLUP to replace an outmoded one approved in 1978, De Venecia said the new CLUP, once approved by NHLURB, will make Dagupan more attractive to investors, domestic and foreign.
He said he will advise NHLURB that even without its new CLUP in place, Dagupan is already being endorsed by the Philippine Export Zone Authority (PEZA) as ideal location for BOP-IT, tourism and Agro-Aqua industries.
De Venecia called on Mayors Constante Agbayani of San Fabian, Bonafe Parayno of Mangaldan, Robert De Vera of San Jacinto, and Kim Amador of Manaoag to convene their respective legislative bodies and prod them to begin preparing for their new CLUPs in order to address the future needs of their towns.
He said for every LGU to expect more programs and projects from the national government and even from abroad, they should have a duly approved CLUP. (Leonardo Micua)
