BEWARE OF ARTIKULO 21

MANY Dagupeños may still not be aware of it but the touted Artikulo 21 is already being strictly enforced. Ask the 714 persons who were caught violating and fined for being pasaway and dugyot.

Members of the Task Force Disiplina, enforcers of Artikulo 21, have started cracking the whip for the strict enforcement of the set of ordinances defined and covered by it, all of which are aimed at instilling discipline and imbibing healthy habits among residents and visitors in the city’s streets and public places.

Of the 714 individuals apprehended and fined:

1. 294 were caught wearing sando, sleeveless shirts, short pants and or wearing slippers or sandals while driving or operating a public utility vehicles including tricycles for hire in violation of the Dress Code Ordinance;
2. 200 were caught spitting and discharging mucus in public in violation of City Ordinance No. 1456-93;
3. 117 for smoking in public places and business establishments not designated as smoking areas violating Ordinance No. 1971-2011;
4. 14 for littering in street, alley or road, upon public parks, or recreation areas or upon any other public property owned, or into a bay, channel, harbor, river, creek, stream, reservoir, coastal waters or other waters of the city, in violation of Article IV Section V of Ordinance No. 1929-2009;
5. 4 for urinating and defecating in places other than designated comfort rooms in violation of City Ordinance No. 1456-93;
6. 60 for operating unregistered videoke machines in violation of Section 6 of City Ordinance 1870-2006;
7. 22 computer game houses for violating City Ordinance No. 1708-2000 for permitting, inducing, and abetting minors to play video games, computer games and other games during school days from Mondays to Fridays from 7:30 a.m. to P5:00 p.m.;
8. 4 for admitting minors in their premises for video games and computer games.

 

Fines imposed on persons range from P300-P1,000 for first to third offenses while fines for establishments range from P1,000-P5,000 including suspension and closure of operations.

On January 19, Mayor Belen T. Fernandez reorganized Task Force Disiplina, redefined its functions and appointed Construction and Maintenance General Foreman Lorna Collado as chairman, in a concurrent capacity.

Mayor Fernandez warned residents that members of the Task Force Disiplina are on the prowl to see to the strict enforcement of Articulo 21. (With report from CIO/ JCB).
