Ex-VM Siapno suggests alternatives

IS there still a better solution to the chronic traffic problem besetting motorists and commuters who use Dagupan City’s Bonuan-San Fabian or Don Marcelo Road in the Bonuan Gueset area?

Former Vice Mayor Felipe Siapno told The PUNCH that he has asked Congressman Christopher de Venecia and Mayor Belen Fernandez and barangay officials to consider constructing an alternate road passing by the old Siapno Canteen side in Sitio Sabangan towards Tondaligan People’s Park and effectively reduce the volume of traffic by 30 percent!

Siapno, a former technical consultant to then former Speaker Jose de Venecia Jr. said “It is to be lamented that while Mayor Fernandez, District Engr. Rodolfo Dion, Barangay Captain Rico Mejia and traffic consultant Angel Gumarang are doing their best to promote a bottle-neck-free traffic movement, they look like the mythical Sisyphus who is unable to push the rock off the hill and keep rolling back because traffic volume is really the culprit.”

He said Cong. de Venecia can ask Congress to appropriate budget specifically for this if that has not been done in the 2017 budget.

“Now is the moment because Mayor Belen is focused on improving the city’s infrastructure, including the city’s capability to stop perennial flooding,” Siapno said.

He also urged the city officials to “also take a more realistic approach in solving the flooding problem by factoring in the city’s territorial history.”

He said a pre-war map of Dagupan can identify its original rivers and canals which he said, make up the “original contours” and should be the basis to restore their integrity.

He deplored “unplanned construction of road elevations that are very expensive and counter-productive in the long run.”
