LINGAYEN–Gov. Amado T. Espino Jr. committed P10 million purposely to mitigate the effects of El Niño phenomenon now threatening the entire province.

Mr. Espino said he will seek the approval of a supplemental budget by the Sangguniang Panlalawigan (SP) as soon as possible for the purchase and installation of water pumps and well as shallow tube wells across the province.

Based on the evaluation of the impact of El Niño, the governor said the province has to install at least 183 shallow tube wells to ensure that the farms are assured of irrigation during the expected long dry months that may last up to the middle of 2016.

He said the El Niño that hit the country in the past led many farmers and their families to despair so he wants to make sure that the farmers and their produce are protected this time by ensuring sufficient water in their farms.

Governor asked Vice Governor Jose Ferdinand Calimlim and Liga ng mga Barangay President Amado Espino III to convince their colleagues in the provincial board about the urgency of his request for P10 million supplemental budget to address El Nino.
Mr. Espino and Officer-in-Charge at the Office of the Provincial Agriculturist (OPAG) Dalisay Moya earlier led the distribution of 4,100 bags of certified palay seeds on Tuesday. (Leonardo Micua)
