K to 12 grads may already join PNP
PNP REORGANIZATION & MODERNIZATION ACT
LINGAYEN— Graduates of K to 12 program can already look forward to joining the Philippine National Police (PNP) as patrol officers once the PNP Reorganization and Modernization Act is approved.
This was disclosed during the fourth public hearing on the draft substitute bill, ”An Act Providing for the Reorganization and Modernization of the Philippine National Police and appropriating funds therefor” held on November 26, 2015 at the Sison Auditorium, Lingayen.
ACT-CIS Partylist Rep. Samuel Pagdilao, chairman of the technical working group of the House Committee on Public Order and Safety, said one of the major changes in the PNP organization, as provided by the Act, will be the lowering of educational requirement for those who want to join the agency with the creation of the Patrol Officer post.
“The K to 12 is a new program of our government to prepare our young people to do vocational work. Having gone through several years of study, they will now enable our young people to be equipped with vocational skills to do certain work, which the PNP also requires,” said Pagdilao.
“Instead of having the college graduates do the job of a patrol officer, let’s have the K to 12 grads”, he added.
Pagdilao noted that the proposal of lowering the educational requirement was a product of a PNP study revealing the difficulty in manning or instructing college graduates to do patrolling works.
“Dahil nga college graduates sila, ang pananaw nila, hindi na sila dapat magpatrolya sa mga lansangan, sa mga bundok,” he remarked.
The PNP modernization act, principally authored by Pangasinan Second District Representative Leopoldo Bataoil, serves as a remedial legislation to address the issue within the agency.
As proposed, the educational requirement for the patrol officer post, which has salary grade 6, is 72 collegiate units or its equivalent.
Officer-in-charge of the Pangasinan Provincial Police Office, Sr. Supt. Rolie Saltat, said he agrees with the proposal since those who will be employed as patrol officers will still need to earn their baccalaureate degree in order to be promoted.
Other aspects of the proposed measure are the human resource development, doctrine development, infrastructure development, equipment acquisition, and financial development. (Johanne Macob)
