DEAF AWARENESS WEEK – During the 2015 National Observance of Deaf Awareness and Gifted and Talented Week, Mayor Belen T. Fernandez (right) expressed the hope that Dagupan City will be known as a “deaf-friendly community where the city can have employees in the City Hall and other establishments trained on sign language to help the deaf communicate with fellow employees.
